While i'm far from an expert, i suggest renting a cheap server from one of the many hosts you can find on here. Some starting at $1-$2pm is all you need. Install some of the most downloaded plugins from spigot so you can get a feel for it. Make sure to download paper/spigot though to start with. It's pretty simple to install plugins, download > place in plugins. Some plugins have configs you can edit to your liking, you should look into editing them on your test server. Some plugins have true/false options so it's simple while others will have some new lines you may need to add, but most explain what to do when your in the config. Restart server to install plugins and to reload the configs.
I don't know much about BungeeCord so can't help you there, but i'm sure there are people around who can do that for you. Should not cost anymore than $50-$200 depending on who can find. Best scout around here and google.
For custom plugins, that is fairly easy as long as you have the money. Expect custom plugins to go for anywhere between $5-$200+ depending on what the plugin does. Here and Spigot seem the best places to go for those.
Advertising/youtubers i would not be much help either but the top server list websites to place a paid ad on are http://minecraft-server-list.com/ - http://minecraftservers.org/ - Slots go for over 1k, so good luck A cheaper option at $300 or so for 15 days is http://topg.org/Minecraft but to me, it don't seem that great of a list for the cost. Worth a go though if you have a decent server and have the money to spare. You could always rent the server slot out on this website if things go tits up and you want some money back.
