Alternatively, if you really want France, the best we have to offer to setup is a Xeon E3-1245 v5, at a slightly lower price point than above. I understand that's not what you request here, but it has a decent clock speed, and two of these at 32GB RAM each will be sufficient to handle 500 players. Like BOOP said, most hosts would resell someone like hetzner or OVH. You would do you may do better buying directly from them.
You will only want to go with a server host if they (atleast partially) own their own hardware.
