EULA Compliant skyblock ranks

I am looking for someone to come up with a few ranks with EULA compliant perks for the upcoming skyblock gamemode for our network. I am looking for people who have server experience, not some random who wants $5.

This is what I need:
- List of perks for each rank (You do not need to add the perks, just list them)
- List of plugins in which these perks exist in.
- Ideas for custom plugins in which I can implement some perks.

I have a flexible budget for this, but it shouldn't cost too much.

So basically you want people to create a rank with visual appearances and perks?

Not just that. There's other things that comply with the EULA such as 'Bypass chat limit'.
