Doing the same thing is a lot different from ripping off each other. But yes, there is a degree of repeated, unimaginative plugins on Spigot and on here. But you have to understand that's the nature of really anything that's so open and flooded. You will get the repeated stuff. But a lot of stuff here, plugins and whatnot, contain their own unique features, which is what makes them stand out. It could only be one or two things, but there is, mostly, something.

But to say every plugin is a ripoff of another is a huge exaggeration and a generalisation which is, by nature, incorrect.

I was using factions plugin as an example, there’s many ripoff plugins that have the same exact commands and what not. Same goes for other plugins like Hub plugins and what not.

Not every single plugin is a ripoff one one another. While many might have the same basic functions, the coding put into the individual plugins is different. Alongside this, these plugins will more than likely have different commands/features.
