Still too low. I would say for a decent server of a 20 playerbase would go for at least $500.

To the OP, your budget MIGHT get you a server with 0-5 players on, if your lucky. Make that budget atleast 800$ and you might be able to get a somewhat decent server, not completely sure. It always helps if the owner wants to sell there server, then you can usually get a good deal on it.
