Factions Overworld custom terrain gen

Looking for a somewhat flat terrain genned world for my factions server. I need the surface to be around y-40 and don't want snow, jungle, swamp, taiga, or roofed forest biomes (need huge desert/forest/savanna/plains biomes).

Edit: Would be great if 0,0 had plains biome
