I am looking for a factions setup with the following plugins fully setup:
Essentials
Group Manager
Announcer
AutoSaveWorld
NoCheatPlus
CustomServerMessages
RandomTeleport
Vault
floAuction (or another auction plugin)
Chat-formatter
HolographicDsplays
Factions
PlayerVaults

If you are able to change plugin prefixes, change them to &6Atomic&4PVP

What balancing is there to be done? Sounds like you don't have a lot of experience...

You want everything to be perfect so donators arent too op that players quit or too weak that people leave

First off half of those plugins you dont need

AutoSaveWorld - Multicraft dose it direct

NoCheatPlus - will shoot out error if you doing 1.8 unless you buy the paid resource

Chat-formatter - essentials dose that
