Just download paper-spigot, go into the properties of paper.yml and then enable "flat-bedrock: true". Restart your world and delete the current one. It should generate a world with flat bedrock!

The maps aren’t premade however can be made in 1-2 days, depending on their size. Flat bedrock at y 1 is also possible with those maps.
