FactionsUUID mod plugin

Hey, I'm looking for a modded version of factionsUUID

What I want:

1. A plugin that limits each faction to one person with a specific permission OR luckperms group (whichever you prefer).

2. Whenever a player tries to claim a chunk as a wilderness player, they create a faction with their name and then it normally claims like it would if the player had a faction.

Budget: $20, but I'm open to negotiation.

Is this legal?: Yes, I'm not distributing this plugin, plus factionsUUID is open source so this is not against the rules.
