Clicking the arrow allows you to check what the quoted message actually says.
It’s not a bug. I use this feature all the time to shorten long quotes by someone to be concise, or allow me to address individual sections at a time.

Just use it for good and productive purposes. That’s what it’s there for.
If someone tries abusing it, they’ll get warning points for posting misleading content. Not a big deal.
