Fast Place / Custom Pickaxes

I am in need of either two plugins or one plugin with the two things i need together.

I am looking for a fast place plugin so that players on my skyblock server will be able to place blocks faster similar to Minesaga. Will give more information if someone is able to do this.

For the custom pickaxes, it is also an idea from Minesaga. Their Explosive Pickaxes and their Multiblock Pickaxes, explosive pickaxe is self explanatory. You break and block and it explodes the blocks in the radius of the block you broke. The multiblock pickaxe, I want it to break a 3x3 block radius from the block you broke. Permissions are not necessary, and need it not to be able to break spawn or anything within a worldguard region.

I don't really have a budget because I don't know how much plugins cost. Idk if this is simple or hard so I have no idea. Just if someone knows how to do it, DM me on discord "Austin#4111"
