Featured resources seems broken

So, I've created an ad on January 12

I've been checking every day, but the slots never went to 4/4 (in fact it always stayed 3/4 with the same resources) - and now even shows 1/4

Is this normal? Mick said that a user is removed from the queue when they haven't paid in 24 hours, seeing he said in January that the queue was 24, it should've been "flushed" by now right?

Since the time this was posted, we've raised the prices of featured resources I think, and demand has gone down so there is only one featured resource queued at the time I'm posting this and this issue has been fixed.
