Features added to my plugin ASAP

Good evening,

Since this developer won't reply to me, I need someone to add these features to this plugin which is used for my HCF server.

Spoiler: Added Features

- Diamond announcer (the plugin should only count the diamonds which are connected to the first diamond you mine. Needs to broadcast in chat for everyone)
- Lootsell command, gives you the sign which you can place and creates that lootsell sign for you. /lootsell (Developer made a feature for me where when you write [lootsell] on a sign you can sell your items.)

- /nv (nightvision)
Permission: raroHCF.nightvision

- Slowchat.
Need the seconds to be edited in config and the message as well.
Slow chat will allow players to not talk within the seconds you put.
Permissions: raroHCF.slowchatbypass

- Golden Apple Cooldown
Messages needs to be added in config so I can edit each message and cooldown.

- Deathbans and lives
Need it so I can give lives to online and offline players.
Configuration where you can add the worlds you can't get banned in.
Editable permissions for deathban times.
Give lives on first join (editable in config)

EDIT:
I need this plugin done ASAP, as the current developer hasn't replied and stated that he will get it done soon when he hasn't.

I have no idea, a few days ago I got a plugin made with the features I wanted. I have messaged him like 3 times but still no response looks like he doesn't want to do business.

The plugin works on versions 1.8+ i'm guessing and running on spigot o_o have no idea.

It's 16,464 KB and I don't have the source.
If MrToucan could reply then this would of been easier.
