FFA Plugin ( Changes Wanted)

So I had a FFA plugin made quite some time ago by ItsMonkey and i'm looking for some somewhat major changes.
Fixes/Small changes first;
1. When you kill someone it says X.XX/20.0 hearts left, For some odd reason i asked for it to be double instead of just X.X/10.0, So I'd like that changed to regular instead of double.

2. When you kill someone you get a flint and steel, If possible i'd like for the plugin to check if you already have one when you kill someone and only give you one if you don't have one already.

Changes
1. Scoreboard currently just shows a title and Kills/Deaths, I'd like it to show the title obviously, kills, deaths and ratio.
2. Along with adding ratio, I want to have some sort of "ratio ranks" system, basically once you achieve a certain ratio you are "promoted" to another rank and once you go below that ratio you are put back down to the previous rank. (With PEX I would assume and preferably configurable once set)
Eg; 0.00-0.99 Ratio = Rank1 |1.00 - > 1.99 Rank2 | 2.00 -> 2.99 Rank3 and so on.

Commands;
1. /Save which saves your current inventory setup so when you die you will have the same inventory as before you died.
2. /Fix which adjusts your position when you may be stuck in the ground.
3. /ping shows your ms to the server.
4. /stats shows the Kills/Deaths/Ratio of someone ./stats <player>

I'm looking mainly for someone who is generally trusted or ItsMonkey (tagging because i'm not sure if he wants to do this or not) because i'll be trusting you with the source and such. If you want to do this post how much you are requesting and some sort of contact information. Or PM is fine.
