Indeed, they are, however they're custom made using the generator plugin, which is premium itself.

LOL, this is shit! "Builders team" ? I could build this myself in 15 minutes! Boi! This would get no downloads as a free resource, yet alone $25.

The server was poured hours and hours of work into. The build has taken much over an entire weeks time, also, it was built by one person. This is a premium content pre-made server with a world, premium plugins, custom coded, and pre-configured and ready for usage.

25.00$ for a Hub? No one buys a 25$ hub setup, unless you're stupid. Most hub setups are somewhere between 3$ to 7$ even with custom builds.
