Not sure if you already purchased the plugin from him or not, but you could just use a cooldown plugin for the cmd and use essentials fix. boosCooldowns is an excellent plugin for doing that. http://www.spigotmc.org/resources/booscooldowns.2759/

There isn't much of an overall difference besides the fact you can do more with boosCooldowns as well as any messages can be changed with essentials.
