Fix appraisals/minecraft account

The appraisals and the premium-only MC account sections are the same things. Many people were listing their c/o and BIN on their account appraisals, which meant they were selling it as a premium user would in the MC account section. So I am listing out what I believe are the 2 best items:

- Disallow listing c/o and BIN in the appraisals
- Allow everyone to access the MC accounts
- Or maybe something else

Appraisal section isn't just for MC accounts. Not everybody tries to sell their mc accounts there, however when they do they're attacked for it to the point where it doesn't matter.

Indeed. Anyone trying to use the appraisals forum to bypass the fact they don't have access to sell Minecraft accounts should be reported and the content will be dealt with by our moderators.

The problem brought up in the original suggestion is just a case of someone who should be reported since we already disallow what was explained there.
