Fix cannons on 1.8.8

Hey, so this shit has been bothering me for about a week. I have PaperSpigot 1.8.8 and I have put fix-cannons to true in the paper.yml file. However, the cannons do not fucking work. This how my fucking cannon works: https://gyazo.com/86c277d62611f892735acf1b4d947fa3 BTW, this is just one cannon but I TRIED like 4 and all 4 of them don't work. The sand is fucked up. I will legit pay someone to fix this shit, this shit been fucking with me. Hola at me if you have a solution.

Something you've done must be wrong, either some plugin is interfering, or for example, perhaps you've enabled optimize-explosions inside of paper.yml?

Na the only plugins I'm using is EssentialsGroupManager, EssentialsX, EssentialsXChat, EssentialsXGeoIP, EssentialsXProtect, EssentialsXSpawn, Factions, MassiveCore, ProtocolSupport, Vault and ViaVersions. Also, this is my Paper.yml:
