Fix shout box cool down

It's annoying for people to put their advertisement in and have to wait 20 minutes just to have them knocked out of shoutbox in less than 30 seconds.

yes put an advertisement cooldown, prevents accidents, people who don't know it isn't allowed to post multiple in 20 mins, and people who know and do it anyways

The point of the shoutbox is to allow fast social interaction - not necessarily advertise. Advertising simply makes the chat more dead as they visit threads and if people were allowed to advertise multiple times if their ad was kicked out, there’d essentially be no social interaction and therefore no reason to advertise...at all. Most people view ads a spammy from what I’ve seen so far.

Yes but still one of the main uses of shoutbox is to provide an outlet where people can post advertisements, now if you post an advertisement imagine having to wait 20 minutes more just to have it in there for 5 more seconds.

In my opinion, it is. The purpose of chat is to provide users with the opportunity to chat first and advertise second. If chat is active, that just means that there'll be more people looking at your advertisement at the time you post it. If you don't like that, wait for chat's activity to die down and then advertise.
