Fix this existing privatemines plugin

I'm looking at a developer to fix this plugin: https://github.com/UntouchedOdin0/PrivateMinesOOP
The deadline is actually Tomorrow 9am EST already..

The issues are shown in a video:


The plugin is currently compatible with 1.13-1.17, keep it this way, if possible.
Small recap of the issues:
- upgrading doesn't work via console (/pmine upgrade)
- If you make a mine, you can upgrade it, although, when the server restarts, you can't upgrade your mine anymore!
- If you make a mine, and restart, and another player makes a mine after the restart, the place of the mines will reset, and both those players will have a shared mine.

I can give you my config so you can test with that, and my budget is $100, if it's not fixed before the deadline, I'll pay $40.
I want the code + the jar, and I'll happily pay 50% upfront, and 50% after, depending on your reputation on mc-market.

Are you sure you are using the latest release? By looking at its code, it should allow console since it doesn't do any checks if the sender is a player or whatever. https://github.com/UntouchedOdin0/P...plugin/commands/PrivateMinesCommand.java#L283
