Fix the timezones. It's 5:31 here. The kick is over at 7:19 (which is supposed to be 5:19)
Fix the kick time accuracy, it's over at 5:19; it's 5:32 here as I speak.

EDIT: Is now 5:39 and still kicked from shoutbox. The timing is 20 minutes late so far.

EDIT #2: July 13th, 2017: Kicked at 3:03 PM; was supposed to be unkicked at 4:03 PM. It is now 45 minutes late at 4:48 PM. Great system guys.

The cronjob runs every hour so the timing won't be exact. It's easier to just do something else during those 20 minutes.

Kicks all last between 1-2 hours each due to the updating permissions that we do every hour. I don't think it's much problem, just don't get kicked ;)
