You could try to restart your PC / Internet.
This will clear any cache left over.
And also try clear browser history (cache) and if not, try another browser.

I presume your hosting has some kind of cpanel, or administration panel, check to see if your .htaccess is playing up something.

Even with that i have that problem. every site is working everything on the host thing but the cpanel phpmyadmin stuff is not working :/

Can you take a screenshot of what it's doing. Is it the google connection time out page?

I dont really do this type of stuff, I just code the stuff. If you hit F12, console show's that your not loading assets properly. But that would still not explain why this is happening, but you should check that out anyway. I see if fully fine, so it's something on your end. If you have checked another browser, try reinstalling chrome, It might help. Other than that, I really dont know why that's happening, it could be just that it's getting stuck in logging you in or something, so it might be worth clearing passwords from chrome aswell, or try going incognito (cntrl+shift+n) and trying through that. Sorry I cant help any further.

It sounds like your host has your IP firewalled/blocked.
You would be best contacting them to fix this.

Highly unlikely.
When an IP is firewalled by cPanel, the client will see a "ERR_CONNECTION_TIMED_OUT" error in their browser.
Some hosts block IPs if there are multiple failed cPanel login attempts from that IP.
