Fixing a PlugiN?

I bought a setup from LINGLING and the server was based off of basically 1 plugin.
He claims he got the plugin from one of his friends and therefore doesn't know much about it.
1074 claimed that he tried selling plugins before with decompiled code before, but it seemed okay so I disregarded it.
The plugin is a kitpvp plugin and generates a few configs but doesn't enable me to customize kits or etc.
The shop aspect doesn't completely work either and I'm looking to see whether someone would be able to fix it up.
Anyone able to help out?

He said he was re coding the whole plugin, so no, not necessarily. And if the plugin isn't very big then he wouldn't need the source code

The developer who gave him the plugin claims he has no coding knowledge.
He's also been avoiding me on Skype as well.
