/fly in Grief Prevention claim

Hi,

I am on the lookout for a plugin that allows certain ranks to fly in claimed land, but disable when attacked by a mob and when the player leaves the claim.

I have been looking around for a plugin like this but can not find one that works with 1.17.1.

Please can anyone help me find this or give me the cost of a custom plugin that can do this?
