Well if that's the case it sounds like it'd be a hardware unit which is extremely expensive.
Their services aren't any casted (and you can't at OVH because they won't give you a BGP session or announce your ip's for you)
And I have no idea if they're using a GRE tunnel to another box at somewhere like voxility which is what it sounds like.
Which also increases latency.
Also I just called OVH and they said they don't offer over clocked CPU's at all.

If you guys are on linux please type lscpu | grep CPU and screen cap the section that says CPU mhz, and if you're on windows screen cap the computer details (right click computer > properties)I feel embarrassed now... I actually just checked... :[ We have a 3.4 GHz+ Processor....

lscpu returns the current frequency of the cpu.
