Hello,
I have experience doing forums depending on what you are looking for. I have connections to someone who makes and installs themes. I can make simple forums for $15. Simple forums will include full node setup (all of the forums sections) and it will include subforum setup. I can do a more complex forum setup for $25, this will include full node setup, full subforum setup, full rank setup and little permissions. I can do a full forum setup including everything for $40. To develop a forum, which requires backend and frontend knowledge and costs more than 1-2k$. Do some research pal.

I only know of one server that's ever tried to make their own custom forum framework, I don't see why Legit Wifi would bother getting an entire system developed when Enjin/xenForo are cheaper, cleaner, secure-er, etc.

It wouldn't be cleaner, as making your own forum would allow you to do whatever you want with it, and it's not always secure too. Maybe he does, he should have specified

Erm, Enjin and XenForo wouldn't be as big as they are now (the up-to-date versions) if they were easily exploited. So yes, it is almost a guarantee Enjin and XenForo are more secure.

They have enough money and resources to hire the dev team to patch exploits etc. You are out of your mind if you think a custom coded forum software from someone here is more secure than enterprise companies such as Enjin & XenForo. Legit Wifi just use myBB or something that is open source

I'm in my mind, not out of it. The user should have specified what he wanted, he said he wanted someone to develop him a forums.

Security for a simple web app like a forum is very easy and simple if you know what you’re doing.

If for whatever reasons OP still wants a more expensive forum I’m able to handle such a task.
