I'm looking for a custom made factions server with features such as: koth, f upgrades, crates, outpost, custom enchants, custom spawn, old pvp mechanics, good cannoning, ranks presetup (including donation ranks, and helper, mod, mod+, admin, head-admin, dev and owner)

I know its a small budget and i also know "it's not enough money to start a server" but i already got the domain and buycraft now i only need the server and forums! i think i can do it so plz no comments like that unless its constructive feedback!

its also just an attempt im just tired of getting setup bought from mc market and then there are so many bugs needed to be fixed that its not worth the time

If you're tired of buying shit that has bugs then get a cheap hosting for the development and create your own server. If you are not trying to put time into developing your server then I believe your server will honestly fail.

Its not the problem of making it, its the problem of finding the plugins and configuring them to the case! and its fine you think it will fail and maybe it will, but im trying my hardest and dedicating time into this project and im not leaving until i dont see another option

I don't believe someone will make you a custom factions setup for $30.

You can buy setup's worth that much.
