Having looked at the mod in question for about, oh, 3 seconds, that's not going to be feasible as a plugin. It's possible that maybe some of the functionality could be done using armorstands with blocks on their heads and in their hands, but otherwise it's just not realistic. Plugins can't always do what mods can, and this is definitely one of those cases.
