Based on World war 2

Your budget is probably going to need more like the 1000-10000+ range for any developer to actually want to tinker with online application inside the game plus the amount of time needed.

Which would still be nowhere near cod level. It would be as basic as it could be.


You could probably get a decent quality 2D top down shooter for that price (Not including multiplayer features).
