Do I recommend him? I would say yes, he seems to be a competent developer.

Frah was quick to contact me on Skype. I was put off at first because his profile picture was of a pornstar, which made me doubt he was professional (He since has changed the picture). I requested that he give me whatever he wanted. Exactly 2 minutes later he was finished.
The plugin was named AntiGlitch. After looking around the code, I have deduced that it is a simple enderpearl cooldown plugin. It uses a config file, supports custom colored messages, uses the scheduler, and has a reload config command.
The main issue I could find with it is that cooldowns override each other. Basically if I throw an enderpearl right now, and then my friend throws one, now I have no more cooldown.
Overall, the code looks well made, except for some optimization errors. The developer has a knowledge of the scheduler, events, multiple classes, commands, configs, and permissions.
While talking with Frah, I noticed he spelled "now" as "know". This may be because English is his second language, so I won't judge. Also his grammar is lacking, but this could also be due to possibly being a foreigner.
