FREE basic plugins for premium/high reputated members! (JAVA 8 ONLY)

Hey, I recently did a free builds for anyone but I got bored of doing that eventually, so instead I'm going to be doing free custom plugins for premium/donators or high repped people. Here's the form:

Plugin description (Decently long so I understand):

Plugin Name: NotifyMe
Description: Hi, I hope this doesn't take a lot to do. But I was hoping if you could make me a small chat plugin.

What this chat plugin does is simply when a member of a server is mentioned (for example, my username is Voltune.)

It should come up (the username) as colored (preferably blue [&3]), and with a "@" before the username.

So, if I mentioned myself in chat, it would be something like this.

Normal: "Test, testing. Testing. @Voltune @Voltune @Voltune"

With plugin: "Test, testing. Testing. @Voltune @Voltune @Voltune"

When a player is mentioned also; can you add a sound effect to show that the player was notified in chat?

I'll work on that now.

Plugin Name: MiningClass
Description: If a user has the right permission, they will mine twice as fast and it adds +4 fortune too there pickaxe.. So, if the user was mining with a fortune 1 pickaxe, it would be like they were mining with a fortune 5 pickaxe, except its not enchanted fortune 5 on the pickaxe.. Also, for the mine twice as fast thing, make it so it DOES NOT use haste, because if you were too use haste, you would also have a pvp advantage. You could wrap them both into one permission called mining.perks

Yes it is, you can edit the messages to add the &b@%player% &7has mentioned you, or Test, Testing Testing &b@%player%

It is NOT the same, he wants it so it gives you a sound when someone mentions you...
Instead of:
Jimmy: Hi Bob
Jimmy has mentioned you!
He wants:
Jimmy: Hi &9@Bob
** plays sound **

I don't see the point in that AT ALL. Also I wouldn't have a clue how you would do that.
