Development is not a simple task and even if what you are looking for is simple it's probably time-consuming. You probably won't find someone that will work for you for free unless you are very lucky. I would recommend waiting until you get a decent budget and then contact a developer. Good Luck with what you are trying to do though, I hope you will find someone.
