Free hosting for small test server

I need a free host that I can use for setting up/testing a faction server(that I'm later going to sell after its complete). I would use localhost but my PC is a shit show and handles running a localhost server + Minecraft really badly. I would like it to have FTP support so I can easily manage files in FileZilla. Any recommendations?

The best option is definitely localhost or getting the government to pay for it as that's "free" right?
