You are not allowed to use reputation as a currency.

I am utilising a reputation point as an extra. This is not being used as a way of trading, thus a currency. The budget is free, however I have offered to vouch and rep once I have worked with the developer.

Saying you will give a vouch and rep for it is still against the rules. The rule is legit "9.4 Do not use reputation as a currency, reward, condition, incentive, punishment or deterrent." I'd suggest just removing that part and then if a user does give you a page still give them the rep and all, just don't say you'll be paying in reps/vouches
