So many requests per IP, not sure on the exact number, like i said this is single thread so chances of sniping is lower compared to a multi-thread system.

For pinpoint time accuracy you can use time format something like "03:16:29.43" -> HOUR:MINUTE:SECOND:MILLISECOND

You have 600 requests per 10 mins using the Mojang api.

API requests is different to name change requests, i believe you can send 5-10 requests per IP per hour.
