its custom probably but I've seen skript plugins like this but skript is eh

Well, no it isnt. Seeb based his core around mmc meaning mmc did it before him. Other servers like ViperMC, Arcane, VeltPvP and PvPTemple also has it.

Their entire infrastructure is fully custom, so you'd have to pay for someone to write it. I'd recommend just using luckperms, more functionality and much more powerful.

Yea, Seeb based it off MMC's core. It's not the same.

MMC has /grant and some minor differences to Seeb's core, I know that because I was Admin on MMC and I can tell that's Seeb's core (for example /rank list is the exact same as Seeb's core and same with all the other /rank commands)
