They are using a custom permissions plugin, with their custom commands. But I've heard there was a List plugin somewhere on SpigotMC, can try that.

Actually it's not PermissionEx, it just tells you the color of the range, red equals owner and paints it, I recommend using essentials / PermissionEX, it's going to be much neater and cleaner since it will say the user's name next to the range and it will be better guide instead of guessing the colors, in that case, I have no idea what plugin they use for that as it is recommended to achieve that same purpose and better to use permissioex

PEX is outdated, and does not have all the features people want.

Perfect, but in this case I am referring to the disposition of ranks, which for me "if it fulfills what people want". what the user wants is that kind of colors in groups, trying to help, I give an equivalent, which in my opinion is better in that aspect

That's usually from a core, Travis Scott 's core includes this and it's pretty similar to MinemanClub's/PvPTemple's (both servers use the same core lol). Now obviously you can edit it however you want but still
