Sorry but, "free" and "dev" don't go together here. There is a chance you'll end up with someone inexperienced for free. But with no budget, you're not going to get any professional work done.

As stated above, development takes time, and time is money. The best option for you is to find somebody new to the community, or even somebody you know personally, who is knew to coding and will do it for free to expand a portfolio.
