I am currently looking for a FREE web developer. Although I do appreciate any work a web developer will do for me, I am currently low on funds and cannot grant the sufficient funds that they deserve from me. I understand this is a lot of work and it may not be worth being for free, however I'm hoping there is someone who knows what they're doing and can help me for free.

Don't expect people to work for free. They did a lot to get to the point where they are now and they would need to invest a lot of time in something like that. Also a lot of them need the money to pay of rent for example.

I suggest editing your post and explaining why developers should create the Xenforo theme for you. A developer can do a lot of paid work instead of something that they would do for free.
