Friend is looking to buy 1-2+ year old Anarchy Servers

A friend of mine is looking for AN (Meaning one) good anarchy server to buy: 1.12+

Under $1,000 USA

$100 USA per month or less.

Prefers a server with 5+ daily players w/ a community, no rules, very little plugins.

No 32k weapons or gear. Stacked armor /totems/ other stacked items that shouldn't be stacked is fine.

No one on server has OP except the current owner. 0 staff in past.

Backdoor items like bedrock, spawners, heads are ok as long as not used abusively. Same goes with enchanted glass.

Needs to be 1-2 years old. Different chunks loaded, history and small player base.
If one is made then it will have no new & old chunks, no old bases or places to explore, no history stories, battles, dupe stashes, etc.
