Friendly survival setup (1.15.2)

Hello, I would like to make a survival server with few players (20 - 30).
Version : 1.15.2

I'm only looking for a setup that includes :
- 4 ranks : admin, mod, player, visitor (cannot break anything)
- a private chest system
- an economy plugin
- a system of sale & purchase by chests
- a custom tablist
- all permissions already configured
- a system of private plots
- an anticheat

I can go up to $50.
