Very simple plugin which will allow you to stop mobs from attacking players, you can select which mobs to make passive through the config file.
It supports upto 1.10.

Wait if the config is set to true , mobs will attack or no?

True means they will be passive.

No, just convert hostile mobs to passive.

I believe it is the exact opposite! I read it as it can make Zombies etc passive.
