Full GTA-Themed setup

As the title suggests, I am looking to purchase the files of a GTA-themed server. I currently have a map and could provide up to 10$ worth of premium plugins, plus any I currently know.

What I want included in the setup:
- Cars- something as basic as Minecarts would suffice, as long as they do not lag.
- Guns- Two types of pistols, two types of shotguns, and two types of sniper riffle. All guns should shoot snowballs that do varying amounts of damage based on the gun.
- Loot System- A loot system where snowballs naturally spawn in certain chests around
the map at random times. Loot should also spawn randomly in chests such as
armor and speed/strength potions
- A Clan/Gang System- A system where players may invite there friends to team up and not take damage from each other.
- Various Stores on Map- Stores should be positioned around the map that sell ammo, armor, potions, etc.
- An "AI" Police System- For this I basically just want 10-12 gollems around the map that chase and try to kill the nearest players. When they are killed they should respawn in a different area.
- A Money System- Players should earn money upon killing other players or gollems.
They should also passively earn money for being online. Money would also be able to be withdrawn into notes.
- A Housing System- A housing system should feature houses that players can buy for
money. They would be limited to one house and friends could join other peoples houses. The houses would have chests to store loot.
- Overall Idea of Server- While the server carries a GTA theme, it mostly revolves around
FFA, gun pvp against other players, with an economy and map to explore.
- Ranks System- A rank system with 3-4 ranks that get money multipliers and daily kits.

**PLEASE READ THIS: Other minor details may need to be added in the future, but they will only contain things that are not too hard to setup and should not raise the budget too much. This contains all the general things that will needed to be added. I understand that this contains a lot of info so I am pretty flexible on budget. I am requesting that people/setup businesses leave a quote in reply to this for how much it would cost. Without an exact number I probably won't consider your offer.
