Full stack developer for bootstrap HCF stats/admin website

I pretty much need a hcteams.com clone.
I am aware a server plugin will be needed to track statistics, the plugin I use for HCF specific features are HCFStuffs by bigbubba and HCFactions by drtshock
I also need a ticketing system that admins can be added to with the following features:
Admin Management System
Ability to claim a case
Ability to upload attachments
Fully integrated with website
Notifies admins of ticket creation in game (people who have an account in the ticketing system)
Basically:
If you are admin, opening the ticket page has two options,
View Tickets as Staff Member (Can close, respond, delete, close, etc.. on a ticket and can see all tickets that you have claimed/are unclaimed)
View Tickets as Player (Only able to see own tickets and can't delete or close them, or do any other administrative action)
If you aren't admin, you simply open up to the View Tickets as Player option.
On registration...
Ask for Minecraft Username, if it's taken make user confirm in game to reclaim the username.
Set password
Set notification email (php sendmail)
On login...
Ask for Minecraft Username
Ask for Password


All this can be stored in Redis or MySQL. Preferably Redis.
