That may be true if you're working for wages, but the salary doesn't work that way. You could work only once per week for company or someone that pays you in salary which means no matter how many hours you work you get the same amount of money. So with that being said he will probably pay a freelancer a salary base to be full time for them and be ready to deliver when they're needed by the individual.
