I know a guy who's spend about 6000$ on custom prison. But this guy is also a rich person and a douchebag. So I think 400$ with custom builds is quite a fair price.

You’re entirely wrong. If you want a good setup you will pay for more, if you want a totally awful setup, pay $90. It will be really buggy and builds/mines wouldn’t be good. You really should go do research on how much good custom prison servers go for on MC-Market, as I watch the server area everyday looking at servers I know.

I wouldn't be so sure about that either, because if someone is in need for money, he'll do it for that price probably.

$400 will give you an excellent setup for custom plugins and configurations
$300 will give you custom builds
$200 design/graphics & advertisement (not too much of a playerbase)
Total: $900

According to OP he uses the word custom so that'll be the price
Of course, you can spend a few hundred dollars less and it won't give you too much of a custom setup but if you state your budget anyone can work with it.
