I don't know what kind of gangs plugin is used there (it looks like this one though). I am the original author of this plugin and it was meant to be a public premium resource since it was coded.

I believe GTAMC buys a lot of plugins from people and they use plugins that they find on spigot and bukkit. Not all of there plugins are made by them, a lot of them aren't actually.
