Gangs+ Territory addon?

Hey, so I've been using this plugin on my server for a while. https://www.spigotmc.org/resources/gangs-1-8-1-19.2604/ I was wondering if it would at all be possible to create a plugin that would add a territory claiming system to it.

I would love to have a feature for this plugin that would allow players with a certain rank in the game to claim territory for the gang. That's all I need it to do. I just want the gang to own chunks of land in game and I would like a simple API for it that would allow future developers check if a location is within a gangs territory, which gang owns the territory at a specific location, and also change what gang owns a specific chunk of land.

Is this possible? If it is, DM me cost.
(yes i know land claiming is possible, I just mean is it possible to make the addon worth with gangs plus or would I have to make a custom gangs plus?)
