Use Bungeecord called HexaCord And then get Spigot 1.7 from here: https://tcpr.ca/downloads/spigot

No, you'd only need 1.7 Spigot and 1.8 protocol hack. If you're about to make it Bungeecord then you'll have to use HexaCord.
