It's good.
Nice colouring, nice shading, nice structure.

However, the placement of the hair on the head looks a little awkward around the forehead and the side-burn comes a bit too far in.

To be honest, I don't know the middle pricing for a pixel art design as I've never offered one, but look around and if you do it cheaper 100% you will get more customers :).
so would you say that like $7.50 is fair? or like $5?

$7 ish sounds good :) generally if people want it, they'll buy it. Being cheaper doesn't necessarily mean you'll get more work but if you're finding you aren't getting work at that price maybe do a sale to build up your portfolio for a while. Then at least you're getting paid to do work and not dishing out freebies.
Also I'd recommend making some youtube banners in pixel art style, tends to be the most common pixel art commission ive had but I dont particularly offer it anymore so not fully sure.

Aseprite, has tons of tutorials and has an animation option. Haven't tried many other pixel art specific programs but im aware its one of the most popular :)
